The Homeless Planning Council of Delaware is an independent statewide non-profit that works to strengthen the support system for people who are homeless. Through collaboration with stakeholders, data collection, and coordination of funding, the HPC of DE strives to create a shared vision to remedy homelessness in Delaware.

Ending Discrimination for Delaware's Homeless

Persons experiencing homelessness in Delaware are often discriminated against. Join our advocacy efforts, sign our petition, and demand an end to discriminatory practices.

HEARTH Act

In May 2009, President Obama signed into law the HEARTH Act, which reauthorized the McKinney-Vento Act.  The act lays out the basic changes to homeless assistance systems in communities.  HUD has since released regulations (http://hudhre.info/hearth/index.cfm)
